Solar for All Arizona Programs

Last updated 2026-03-01

Solar isn't just for homeowners with cash or good credit. Federal and state programs are making solar accessible to low- and moderate-income Arizona residents. Here's what's available, who qualifies, and how to apply.

Federal Solar for All Program

The EPA's Solar for All program, funded through the Inflation Reduction Act's Greenhouse Gas Reduction Fund, allocated $7 billion nationally for residential solar in low-income communities. Arizona received funding through multiple grant recipients.

Arizona Solar for All Recipients

  • Arizona Department of Housing (ADOH): Received federal funding to administer low-income solar programs statewide. Distributes grants through local community action agencies.
  • Grid Alternatives: National nonprofit with an Arizona office. Installs solar at no cost for qualifying low-income homeowners. Provides job training in solar installation.
  • GRID Alternatives Tribal Program: Serves tribal communities across Arizona with free solar installations.

Program Status Note

The Solar for All program was funded by the Inflation Reduction Act. Some IRA programs have been affected by the One Big Beautiful Bill Act. Check with ADOH or Grid Alternatives directly for current program availability and funding status.

Who Qualifies?

Most low-income solar programs use the Federal Poverty Level (FPL) or Area Median Income (AMI) to determine eligibility:

Household Size200% FPL (2026)80% AMI (Maricopa Co.)
1 person~$30,000~$47,000
2 people~$41,000~$54,000
3 people~$52,000~$60,000
4 people~$62,400~$67,000

Income limits are approximate and updated annually. Check with the specific program for current thresholds.

Different programs use different thresholds. Solar for All generally targets households at or below 80% AMI. Utility assistance programs often use 150-200% FPL. If you're near the cutoff, apply anyway — eligibility can be flexible.

APS & SRP Low-Income Programs

APS — Energy Support Programs

  • LIHEAP (Low Income Home Energy Assistance): Federal program administered through APS. Provides bill payment assistance. Does not fund solar directly but reduces your energy burden.
  • APS E-3 Rate Plan: Discounted rate for qualifying low-income customers. Lower per-kWh rate reduces bills regardless of solar.
  • Weatherization Assistance: Free energy efficiency upgrades (insulation, weatherstripping, AC tune-up) that reduce your usage before solar is even considered.

SRP — Low-Income Assistance

  • Economy Price Plan: Discounted rates for households at or below 150% FPL. Saves approximately $35/month on summer bills.
  • SRP SHARE Program: Emergency bill assistance for customers facing financial hardship. One-time assistance, not ongoing.
  • SRP Shade Tree Program: Free shade trees for SRP customers. Reduces cooling costs by 10-20% — a simple complement to solar.

Community Solar

If you rent, have a shaded roof, or can't install rooftop solar, community solar lets you subscribe to a share of a larger solar installation and receive credits on your utility bill.

How Community Solar Works

  1. A developer builds a solar farm in your utility territory
  2. You subscribe to a portion of the farm's output
  3. Your share of production appears as credits on your utility bill
  4. You pay a subscription fee (typically 10-20% less than retail rate)
  5. No installation, no roof requirements, no upfront cost

Community solar availability in Arizona is limited compared to states like Minnesota or New York. APS has piloted community solar programs, but widespread availability is still developing. Check with your utility for current options.

Grid Alternatives: Free Solar for Low-Income Homeowners

Grid Alternatives is a national nonprofit that provides free solar installations to qualifying low-income homeowners. They have an active Arizona program and are one of the largest installers of low-income solar in the country.

Grid Alternatives Arizona — Key Facts

  • Cost to homeowner: $0 (fully grant-funded)
  • Income requirement: Generally 80% AMI or below
  • Must own your home (not available for renters)
  • • Roof must be in good condition (or they may do minor repairs)
  • • Typical system: 3-5 kW (smaller than market-rate, but free)
  • • Installations done by a mix of professionals and trainees

Apply through gridalternatives.org. Even if you don't qualify, they can point you to other assistance programs in your area.

Don't Qualify for Assistance? Other Options

Solar lease or PPA ($0 down)

No income requirements. The solar company owns the system and you pay a monthly fee lower than your current electric bill. Available to any homeowner with a suitable roof. Try our Gilbert or Surprise calculator to see potential savings.

Weatherization first

Free weatherization programs (insulation, sealing, AC maintenance) can reduce your bill by 15-25% without solar. Apply through your utility or local community action agency. This makes any future solar system smaller and cheaper.

Utility discount rate plans

APS E-3 and SRP Economy Price Plan offer reduced rates. These don't require solar installation and can save $20-$40/month. Apply directly through your utility.

Bottom Line

Low-income solar programs exist but have limited capacity and long wait lists. The best path for most qualifying Arizonans: apply to Grid Alternatives, sign up for utility discount rates immediately, and get free weatherization while you wait. If you don't qualify for assistance programs, solar leases and PPAs offer $0-down solar for any homeowner. See our 2026 incentives guide for credits you may still qualify for.
